----------------------STATE CONCEPT OF DEVELOPMENT ---------------------Development of a social society is gradual unfolding of prosperity from grass root(rural) level to visible appearance in urban areas accompanied with practical involvement of state functionary in erection of latest and advances public service projects from self (indigenous ) generated finances enabling their access to every citizen and thus raising sustainable and civilized society. Backbone for the achievement of development is health and education of any society. A healthy nation provides physically sound manpower and education provides skill, power of thinking and reasoning . If health and skill combine in an individual , then no force on earth can come in his way from take off to put his best possible potential for the development of the country.---------------------If we look on the health aspect, then 80 percent of drinking water is not suitable for consumption according to WHO. Besides presence of high level of toxic elements like arsenic etc., the water is also contaminated and threat of water born diseases is on rise in rural areas, people are even forced to share pools of water used by animals. A recent research revealed that 40 percent of water supplied to Karachiites is not even chlorinated. Realizing the quality of life as a threat to health, supply of mineral water by different companies has become a commercial venture. These companies sell mineral water at exorbitant prices with no check of govt. Taking note of the increasing demand of mineral water by elite of the country, now several have have jumped into this business and are supplying sub-standard water, meaning that even after spending hardly earned money, one is not sure that water he is drinking is hygienic and upto the standard set by WHO. Moreover, how much population can afford to purchase of mineral water? Only a negligible percentage and most of the population rely on the same polluted and contaminated water. WATER IS LIFE. When basic need, water, would not be hygienic, how health can be maintained? Moreover, the health facilities provided by govt. do not cope with the needs of ever increasing population. Of and on strikes by doctors of public sector hospitals speak itself of pity condition in health sector. The expenses of private sector hospitals have confined their services only to a limited well off population, where more than half of population lives below poverty line. Moreover, the credibility of our hospitals is not worth praising. Our ruling elite, feudal lords, business tycoons and other elite of the country prefer to go abroad to address their health problems. It clearly indicates ignorance of state on health issues of masses of this country. All claims of providing health facilities were exposed in Thar incident when hundreds of people died of various diseases this year 2014 and govt. remained ignorant of this human disaster till it was reported in media.----------------------As regards education, none of our seat of higher learning is found among top 400 universities of the world. What to talk of higher education, the condition of education at primary and secondary level is also shameful. If we look in suburbs of major cities of country like Islamabad, Rawalpindi, Lahore. Multan, Hyderabad, Karachi, school buildings constructed utilizing huge govt. exchequer and inaugurated by political leaders are now either converted to ruins or used as drawing rooms (autak) of feudal lords, as shelter for herds of animals or have become rest rooms of drug addicts and in simple words have become ghost schools. Annual budget is still allocated for such institutions but is embezzled by joint understanding of govt. officials and public representatives. Uncontrolled involvement of private sector has converted education in commercial venture. In these institutions admission criteria is not IQ but heavy fee structure even for professional institutions like those of Business Administration, Medicine, Engineering etc. once admitted, these students are also awarded with degrees. Now think yourself of their professional skill. This practice is adding non competent educated force in the country, who on the basis of their association with ruling elite or by satisfying satanic urge of the people at the helm of affairs get jobs in public sector institutions and are the main reasons for decline in working efficiency of public sector institutions to the extent that now most is such institutions are ready for sale. Till the time they are not privatized, govt. grant them aids in billions of rupees to continue services of non competent staff such as Steel Mills, PIA etc. and thus adding burden on govt. exchequer . What to talk of the world, none of our university can be seen even in top 100 universities of Asia is self explanatory of decline of educational standard in our country of the institutions where hundreds of laptops are distributed each year and clearly reflected the ignorance of govt. or their incompatible policies on the vital need of individual in particular and country in general.------------------CONCEPT OF STATE OF PAKISTAN OF DEVELOPMENT is quite different. It believes in cosmetic development and go on spending govt. exchequer ruthlessly for the improvement of physical infrastructure only of major cities of the country giving no priority to basic needs of human society. When govt. Is forced to realize the deteriorating situation of public sector services, instead of looking into the root cause of this decline, it immediately launches replicate projects involving heavy govt. exchequer. Ruling elite ignores reorganization and maintenance of the existing infrastructure and prefer to launch replicate projects keeping in mind the lurks to be received in the form of commissions, kickbacks, promotion of their business and same cycle of Loot-Khasoot begins. To put dust into the eyes of poor masses and the world community, governments lay emphasis on development schemes of major cities like those of metro bus schemes in Rawalpindi/Islamabad, Lahore and now announced for Karachi in the name of resolving traffic problems to facilitate people and to show the cosmetic developed shape of these towns to foreign dignitaries in an attempt to convince them to grant more foreign loans. Who tell the greedy ruling elite that more than 50 percent of existing problems in all sectors of life including education, health, transport can be resolved by discipline (good governance) and can save billions of rupees of govt. exchequer for it utilization on real development projects meant to uplift living standard of downtrodden population. If you look in the street in traffic stuck, you will not find any traffic police at the scene, people violating traffic signs and signals and their haphazard movement results in such traffic stuck. Govt. concept of development appears to be revolutionary and not evolutionary and that is also at the top i.e. To launch new and new projects ,which they observe in cities of developed world, in already developed towns ignoring the development in rural areas of the country and then claim they have introduced the public service utilities like that of Europe in Pakistan. They do not study the history of development of those countries, who first laid emphasis on the development of rural areas such as China after its independence did not opt mechanized farming, which was gaining popularity in Europe , instead used its manpower for farming to strengthen economic conditions of their farmers and induct the sense of dignity of labour and gradually proceeded to introduce modern technology and now their economy stands on sound footings having worth seeing architecture and latest technology in their towns. In Pakistan, cosmetic development proves to be temporary like those of electron train service on Lahore-Khanewal section, import of tens of CNG buses to solve transport problem in Karachi, yellow cab schemes etc. Our rulers have seen use of laptops in education in developed world and star thinking that distribution of laptops to students is the key to raise education standard. So they started distributing laptops worth million of repels to selected students to show their sincere effort for educational development, but ground realities are quite contrary to those claimed by the govt.-------------------------So, ruling elite is suggested that if you sincerely want to serve the country, lay emphasis to provide equal health and education facilities to each citizen of Pakistan irrespective of its demographic location, construct communication network sustainable to even heavy traffic from farm to market and other resource points like ports and industrial zones to sinks, improve transmission lines which cannot bear load of 15000 KW before spending money on new energy generating project, erect industry in rural preferably barren land of the country and then proceed to developed towns to change their infrastructure comparable to the towns of developed world. Initially invite traffic engineers to lay out plan for smooth traffic flow and divert funds allocated for luxury projects like that of metro bus to real development of the country , however , construction of motorway is a wise decision as it will become a means of communication from Karachi to Peshawar.. Only developments initiated from grass root level to urban areas would be long lasting and sustainable to crisis appearing on and of in nations life. Announcement of metro bus/ metro train projects are good for political gains in a society like Pakistan , where people are innocent, mostly lack education and easily exploited by various slogans by stakeholders, but do not come on street for their basic rights. It is not the time of point scoring, instead need concrete work for the survival of the country. Launching of glittering projects is unnecessary drain of govt. exchequer and to bring nation as a whole under further financial burden. For a country like Pakistan , which is already under unprecedented foreign and local debt, focus on reorganization and maintenance of existing infrastructure, introduction of discipline in all aspects of life, implementation of rule of law equally for every body is the need of the time and only then we can induct sense in the people to own this country and every thing related with it, think for it, work for it and Pakistan inshallah will emerge as developed and respectable state on the map of world.
