The Western By-Pass (the outer by-pass as it was then called) was taken along a widened Allerton Balk crossing the flood plain and linking back into Durham Lane using the corridor of land between the Hunters Green development and Orchard Estate. The proposal was found to be prohibitively expensive, carried insufficient volume of traffic and could not meet the Department for Transport cost benefit and rate of return requirements. An inner By-Pass on the west side started at the Worsall Road junction and was routed under the viaduct (a major obstacle to overcome with Network Rail) then across the river and flood plain. An inner By-Pass on the east side arose around the same time that the proposal to develop a supermarket on the Atlas Skinnery site (now developed for residential) was under discussion. The proposed access to that site was from a mini- roundabout at the junction with Bentley Wynd and an access road along the line of Skytering Beck. The suggestion was to extend that road across the river to meet Yarm Road at the Cleveland Bay junction to form the inner By-Pass. Whilst the latter option performed better in scheme appraisal cost/benefit terms there was significant environmental harm to the Egglescliffe Conservation Area and fears over loss of trade to Yarm High Street. The outcome of the By-Pass study was reported via the appropriate Cleveland County Council and Stockton Borough Council Committees at the time.
