If plants in the fields need a great deal of water, you could use protective cover for the land so water evaporation is minimal, and water run off could be captures at the fields edges, cleaned, and reused. BASIC Human Modern and NOT SO EXPENSIVE TECHNIQUE. OR, You could build Inclined Open Air Multi Level Structures with mirrors to redirect sunlight, and the counter evaporation method to make MORE GROWING LAND on the SAME SQUARE FOOTAGE. Human and ANCIENT Techniques seen by the Native Americans as far as South America, even in Sub Continental INDIA and that REGION OF THE WORLD. No, on to Population Representation. LOCAL REPRESENTATIVES The need to go into a LOWER Congress STYLE Representation as POPULATION GROWS. As in where there is, or Was, One Representative for a NUMBER of People, ADD Representatives to Denser Numbers IN THE SAME AREA, and Make the Previous Representative Office into a GENERAL REPRESENTATIVE... As in, IF One Rep., covered an area of 5 Miles and 5 Thousand People, and now theres 15 Thousand, ADD 2 SUB REPRESENTATIVES. On and on, and on Jose :) Be VERY Afraid of People with Personal Methodology of; The Lowest Common Denominator Sub Cognitive Reason Brains.
