----Job Alerts---- World Learning is actively recruiting for several positions in Gilgit-Baltistan, Pakistan to work with the Pakistan Reading Project (PRP) to improve the quality of reading in public and private schools, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development, systems reform, and civil society engagement. The positions are: 1) Head of Office, 2) Finance Manager, 3) Human Resources Manager, 4) Operations Coordinator, and 5) Technical Coordinator. Interviews will be conducted on a rolling basis and a qualified candidate may be hired when found. 1) Head of Office: The Head of Office ensures that the proposed project is implemented in accordance with the cooperative agreement, USAID rules and regulations, and project standards. The Head of Office will be the primary project representative to donors, government, and other stakeholders in Gilgit-Baltistan. The Head of Office will work closely with the technical team and the central project office in Islamabad to provide project updates, discuss strategies, obstacles, performance plans, and indicator success. The Head of Office will ensure the smooth operations, financial management, security, and logistics management of the project in Gilgit-Baltistan, being the overall responsible individual for the project in that province. Job Responsibilities: · Provide leadership and oversight to program and operations staff charged with implementing the proposed project in the Gilgit-Baltistan; · Work closely with the project team and COP in Islamabad to assure appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time; · Increase efficiency and accountability within the provision of operations and financial support services through a focus on training, policy compliance monitoring and work flow and process analysis. · Collaborate with the project’s Islamabad-based senior management team to maximize efficiency and accountability within all aspects of support service delivery; · Coordinate the recruitment of all staff based in region of responsibility, ensuring that mobilizing orientation is made available in the short term, as well as long-term performance management support and empowerment. · Develop a development strategy for staff that will allow them to perform to their potential; · Directly oversee administrative functions such as finance, security, logistics, etc.; · Ensure good collaboration and coordination between the programs, operations and finance across the Gilgit-Baltistan. · Represent World Learning to key government counterparts, donors, and within high priority coordination for at the Gilgit-Baltistan level. Requirements: · Graduate degree in international development, business administration, or related field. · At least 8 years of international program or operations management experience, leading program implementation and support services, at least 4 of which in a senior leadership role. Experience with projects supporting teacher training, reading instructional and supplemental material development, or education system management preferred; · Demonstrated exemplary diplomatic, management, and interpersonal skills; · Previous experience managing USAID-funded programs preferred; · Solid understanding of the Gilgit-Baltistan, with previous experience in the Gilgit-Baltistan preferred; · Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders; · Demonstrated systems and process analysis skills and experience in developing strong monitoring and evaluation systems; · Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation; · Strong communication skills, both oral and written; · Fluency in English and Urdu is required. 2) Finance Manager The Finance Manager is in charge of the financial review processes and works with World Learning’s Islamabad-based Finance and Operations Manager to ensure an efficient and effective processing of the financial documents. The Finance Manager will have a thorough knowledge of financial and administrative policies and procedures. RESPONSIBILITIES · Ensure that all policies and procedures are in compliance with World Learning and USAID policies, procedures and requirements. · Coordinate with banks and financial institutions with regards to project activities. · Coordinate with HR for HR related financial activities. · Prepare staff and service provider’s withholding tax and deposit the withholding tax in government treasury within stated dead lines of tax laws. · Review all the payments documents for proper coding and supporting documents. · Act as audit coordinator and assist the auditors during their audit process and provide them the required information and record. · Consolidate and analyze the monthly budget vs actual reports. · Keep updated records of prepayments in respect to staff insurance, rents for all programs and their monthly amortization. Also keeping track of their utility bills and travel expenses. · Review all Purchase Orders and Purchase Requests for proper coding and budget adequacy before approval. · Assist in the preparation of draft donor financial reports for review by Finance and Operations Manager on regular basis. · Perform the monthly balance sheet account reconciliations on timely basis. · Check and post monthly transactions into Quickbooks. Ensure that all information in the Quickbooks is correct and complete. · Perform physical Inventory check of all offices after every six months or at least annually. · Produce month and quarterly reports to be reviewed by the Finance and Operations Manager. · Participate in the management meetings internally. · Perform other duties, as necessary and/or as requested. REQUIREMENTS · Master’s or Bachelor’s degree in Accounting, or Finance. Partially CA, ICMA or ACCA qualified. Advanced Diploma in Accounting from College/Institutions. · Minimum of three years of managerial experience. · Experience with an International NGO preferably with USAID. · Proficient in MS suite applications; significant experience in MS Excel and Quickbooks will be an added advantage. The candidate should be mature and comfortable in a multi-cultural work environment, promote teamwork and able to handle pressure with professional grace. · Able to work independently, make decisions and exhibit flexibility. · Proficiency in English is required 3) Human Resources Manager The HR Manager is responsible for managing the HR functions including staff recruitment, contracts management, staff skills development, performance management, orientations, staff grievance handling and benefits administration. In consultation with the Operations Coordinator, the incumbent will work closely with all departments on human resources matters. The successful candidate will build HR capacity and infrastructure in the Gilgit-Baltistan Provincial Office to ensure efficient and effective support for its employees. The HR Manager will adapt and implement World Learning HR initiatives and practices and serve as a leader to maximize staffing resources and performance, promote a positive organizational culture, minimize risk and ensure economy and efficiency of work processes. The HR Manager position is an exciting opportunity to help start-up a pivotal project in Pakistan. Responsibilities · Implement World Learning’s HR Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards. · Work with senior Gilgit staff to determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to promote staff development and retention. · Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent. · Review and approve job position requests, job descriptions and make recommendations for ensuring accuracy and consistency. · Support the performance management process including application of budgets to organize development activities and working one-on-one with staff. · Carry-out daily HR-related administrative duties such as updating contracts, generating employee reports and executing compliance-related activities with all existing legal and government reporting requirements. · Serve as a champion for the World Learning HR Policies, including Professional Code of Conduct; escalate code of conduct issues to Operations Coordinator and Head of Office for additional support and to ensure issue is resolved and appropriate follow-up is carried out. · Provide assistance to supervisors in determining appropriate disciplinary plan of action. · Manage employee relations with professional grace; Lead investigations to resolve issues/conflict in the workplace. · Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements. · Oversee exit management process to ensure seamless and positive transition for departing employee · Manage benefit plans and communicate updates. Skills & Qualifications · Bachelor’s and/or Master’s university degree in HR management, Business Administration, Law, or related field. · At least 5 years progressive experience as an HR generalist, including recruitment, performance management, compensation, training and development and HR Administration · Minimum 2 years experience managing and mentoring HR staff. · Recruitment experience required; Exposure to Applicant Tracking systems preferred. · Professional experience with INGOs/NGOs and/or international experience is a plus; interest in education is preferred · Solid presentation and communication skills; ability to convey information effectively and solid experience providing training and staff development · Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution · Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context. · Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity · Written and spoken fluency in Urdu & English required. · Very strong proficiency in MS Word, Excel, and PowerPoint is required · Commitment to continual learning and development 4) Operations Coordinator The Operations Coordinator will be responsible for assisting the Head of Office in overseeing the smooth running of the regional office and ensuring that office operations are kept consistent with donor and project standards. The Operations Coordinator will supervise the Managers for Human Resources (HR), IT, Administration, Security, and Logistics. Job Responsibilities: · Provide leadership and oversight to the HR, IT, Administration, Security, and Logistics functions of the regional office; · Ensure that regional office operational policies, including security, HR, procurement, inventory and IT, are in place, compliant with project and donor policies, and implemented effectively; · Ensure a coordinated approach to HR, IT, Administration, Security, and Logistics across the region of responsibility; · Ensure that regional operations are in line with those of other regional offices, liaising regularly with Islamabad-based Senior Operations Coordinator and other Operations Coordinators; · Travel as needed to district offices to ensure smooth and harmonized operations, providing management support as necessary; · Assist in the review of the regional office operational budget and strategic plans; · Oversee operations team to ensure that procurement management is done on planned, timely manner and fleet management is well organized and coordinated with all sectors; · Assist the Head of Office with other duties as needed. Requirements: · Advanced university degree preferred in logistics, administration or related field, with demonstrated experience in logistics and administration in Pakistan or similar context; · Minimum five years experience working with an international NGO in the areas of operations and logistics, and ability to work to deadlines in challenging environments; · Comprehensive knowledge of operations and logistics systems and procedures, such as fuel management, asset disposal and budgeting; · Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results; · Previous experience working in USAID-funded programs preferred; · Strong communication skills, both oral and written; · Fluency in English and Urdu is required. 5) Technical Coordinator The Technical Coordinator will be responsible for ensuring that regional project activities are carried out in a harmonized way that matches the overall project vision. Job Responsibilities: · Provide leadership and oversight to regional office technical team in rolling out project activities; · Liaise regularly with technical leads in the central project office to ensure that project activities are in keeping with the overall project vision and maintain a harmonized approach; · Feed information back to the central project office to assist in ensuring flexibility of project activities and approach; · As necessary, design and/or roll out monitoring and evaluation systems to ensure regular data collection, quality assurance, and reporting; · Travel to field sites and district offices to oversee implementation and monitoring of project activities; · Identify technical assistance needs and communicate them to the central project office; · Assist in preparing annual regional office work plans and budgets and project reports; · Promote the capacity building of staff, partner organizations, and stakeholders; · Liaise with Departments of Education, university partners, private sector, and other stakeholders to align priorities and promote cooperation; · Ensure adherence to project work plans and Performance Management Plans; · With the Head of Office, represent the project at regional and district level coordination bodies.
