- CONDEMNATION - is the process by which the government acquires private property for public use, under its right of Eminent Domain. The traditional understanding of a " public use " was that the government could condemn land for such things as roads, schools, hospitals, or military bases. Over time, however, the notion of what is a " public " use expanded to include such things as elimination of " blighted " areas through urban redevelopment. Local governments would use the condemnation power to acquire dilapidated buildings in city centers to construct public housing. Over time, this expanded to include the idea of using condemnation to acquire even unblighted land merely to provide economic stimulus.
