(1) If it were shown that government does a terrible job of keeping track of people with criminally negligent driving records, e.g., it is not able to retrieve the persons driving history even when given the license number, would most people feel that this is a good reason to impose a moratorium on driving and/or on issuing new driving licenses till government fixes its problems? (2) If it were shown that government does a terrible job of keeping track of entry and exit histories of holders of a particular visa class, and the administrative and legal violations of the visa holders, would most people feel that this is a good reason to impose a moratorium on the issuance of new visas in that class? Discuss the morally relevant similarities and dissimilarities between the two cases.
