*15th Policy Statement of National Brotherhood Federation* The 15th Regular meeting of Nationalities Brotherhood Federation (NBF) was held June 11 and 12, 2013 in Taunggyi, Shane State, and a policy statement was announced as follows: 1. It was decided at the 15th regular meeting of the Nationalities Brotherhood Federation (NBF) that a new party named "Federal Union Party" would be formed. 2. We reject the PR system of election to parliament because it could hinder the political progress of ethnic parties in the states. 3. We also urge the abolition of Section 17 (1), (2) of the Unlawful Association Act and Section 12(a) Section (3) of Political Registration Law which are obstacles to the peacemaking efforts of the country. 4. We earnestly urge the Government and the Pyidaungsu Hluttaw to convene a Pyidaungsu Convention comprising all political parties, government representatives, Tatmadaw representatives, ethnic armed groups and democratic forces before the 2015 election and to amend the 2008 Constitution so that a federal union could emerge. 5. Giving permissions to non-citizens to establish a political party, to stand for election and to vote interferes with the sovereignty of the country and we therefore urge the abolition of the laws related to them. 6. It is necessary to take legal action against those who are still violating the laws and set fire to homes, committed violence against women and grabbed lands belonging to the people of villages in ethnic areas. 1.
