(200) Powers The Council has legislative and executive powers. Regarding legislation, at the start of the European Community the Council of Ministers enjoyed sole decision-making power. Since then, in an attempt to strengthen the democratic legitimacy of the integration process, member states have increasingly shared some of its legislative powers with the European Parliament. Shared power is seen, in particular, with association and accession treaties but also with standard EU legislation that is now enacted within the triangle of the Commission, Parliament, and the Council of Ministers. One of the Council’s executive powers is the approval of the EU budget. Although this responsibility is shared with the European Parliament, it is still fundamentally important, as the Council can influence spending priorities that directly affect the lives of EU citizens
