(335) The Single Market, one of the key achievements of the European Union, has largely been a program of “re-regulation” and not “deregulation.” Even measures that have supported the liberalization of economic activities, such as increased competition in telecommunications, require a substantial number of rules, in many ways even more rules than the previous age of protected national markets. In this regime of “re-regulation,” the European Commission has played a key role as policy entrepreneur in shaping the policy agenda and seeking to maximize its influence over the substance of policy. Finally, the Single Market has not led to uniform economic policies across member states or policy domains. Far from it. Indeed, the economic landscape is characterized by a regulatory patchwork with different member states choosing different strategies to respond to the Single Market and with the European Commission choosing different strategies for different policy domains. In many ways the Single Market continues to be far from single.
