$6 billion a year for Obamas post-secondary education plan, match with say... disbanding the U.S. Department of Education and devolving responsibilities to the states? Thatd be bold. As it stands now, Obamas proposal is a partially funded federal mandate that doesnt quite solve the problem of workforce development or workforce retraining (other than by brute force, i.e. throwing a lot of money at the problem).
