( A ) When there are allegations against local administration which accuse prejudice and bias ; ECI must get the report of the Observers appointed by ECI. The observers, generally officers from IAS, IRS are so chosen as to minimize the possibility of any partisan approach. ( Generally, officers belonging to that state or posted in that state are not selected. ) Observers are taught and trained to be eyes and ears of ECI, and are required to send reports. ECI can ask for their report on specific matters too. In sensitive constituencies, more Observers can be sent. ECI shouldnt display overdependence on inputs of local administration ; and should also call for / factor in the inputs of independent Observers . (B) Political parties get a lot of practical wisdom and opt for politics of realism, when they are faced with real numbers. During electioneering , they often display great disregard for reality , and ideological rigidity. The tone and text of public averments of political partiers will change after 12 th May, and more so from 16th May.
