"A crew of at least three engineers (one for each side of the cab and a third for backup and training) should have handed over to another crew of three who would have kept the train going. If the first crew had indeed decided to park for the night, all five locomotives and half the tankers should have been fully braked and not left on a hill. The tankers should have been reinforced to carry highly combustible fuel and the train yard should have been fenced and patrolled by humans and CCTV cameras all night."
