Sources confirmed that Ram Pal Sharma was appointed as a daily wager in the year 1981 and was confirmed as the class fourth employee in the department in 1984. The official was promoted as typist in the year 1986 and after the mere gap of 3 years he was appointed as PA in the managing Board of J&K Housing Board. While undermining all the formulated regulations, Sharma was later in the year 2006 appointed as Deputy Secretary of the housing Board by the government. Sources confirmed that the official in the year 2012 was further promoted as Secretary of the board after the Deputy Chief Minister issued green signal to his file. In the year 2013, under the Government Order Number 1266-GAD, Dated 04 September 2013, Ram Pal Sharma was appointed as the Director of the Housing Board. Sources said that such top level post is generally given to a KAS officer, but how Sharma got it was intriguing. Sources reveal that the post needs the technical degrees as the department has been established particularly for the construction works in Jammu and Kashmir. The government had in 2011 issued an order declaring that the rank of Managing Director of the J&K Housing Board is equivalent to that of the chief engineer.
