“Bunchy” Carter and John Huggins where important and significant members of the Black Panther Party. Bunchy Carter has been a member of the Slauson Los Angeles street gang, in the early 60s. He rose through the ranks to become a member of the hard-core inner circle of the gang, the Slauson Renegades. As a member of the Slauson “Renagades” he become known as the Mayor of the Ghetto. Convicted of armed robbery, “Bunchy” Carter was imprisoned in Soledad prison for 4 years. During his incarceration “Bunchy” Carter was by the teachings of Malcolm X and the Nation of Islam and the teachings of Malcolm X, and he converted to Islam. After his release he met Black Panther Party leader, Eldridge Cleaver and joined the Black Panther Party in 1967, he was given the position of Deputy Minister of Defense. In early 1968 “Bunchy” Carter had formed the Southern California chapter of the Black Panthers with John Huggins. The chapter was very successful, gaining 50–100 new members each week by April 1968. John Huggins was co-founder and Deputy Minister of the Southern California chapter, along with Bunchy Carter. Originally from New Haven, Connecticut, Huggins moved to Los Angeles with his wife Erika, after a brief stint in the navy and attending Lincoln University in Philadelphia, PA. Upon his arrival to California, he became engulfed into the Black Panther Party and its work. Also, in late 1968, J. Edgar Hoover publicly announced that the Black Panther Party was, in his opinion, the greatest threat to the internal security of the country. Under Hoover’s directives FBI’s COINTELPRO was enormously extended. In November 1968, Hoover ordered FBI offices where ordered by J. Edgar Hoover to exploit all avenues of creating dissension within the ranks of the Black Panther Party and encouraged FBI agents to submit imaginative and hard-hitting counterintelligence measures aimed at crippling the Black Panther Party. Under J. Edgar Hoover orders, the FBI’s Los Angeles office began the crippling the Black Panther Party through their COINTELPRO program and in turn orchestrated the murder of both “Bunchy” Carter and John Huggins, to of the Los Angeles Black Panther Party chapter’s two leaders, “Bunchy” Carter and John Huggins at UCLA. “Bunchy” Carter & John Huggins, among other leaders in the Southern California Black Panther Party chapter had registered as students at UCLAs in September of 1968. John Huggins seized the opportunity to become a student organizer. Another directory from J. Edgar Hoover sent FBI field offices on the 25th of November 1968, J. Edgar Hoover ordered FBI agents that FBI had determined that an aura of gang warfare with attendant threats of murder and reprisals existed between the Black Panther Party and a Black Nationalist organization known as United Slaves (US) and told his FBI agents to exploit this conflict. In the L.A. FBI field office, FBI Agent Richard W. Held and head of FBI COINTEPRO operations, found “imaginative” ways to accomplished this. Held sent of false death threats and derogatory cartoons in the name of one organization to another. He also devised and released a series of cartoons and forged in the names of the Panthers and a nationalist organization known as United Slaves (US), in which the rival groups appeared to be viciously and publicly ridiculing one another. As this FBI fueled rivalry grew as the two organizations they both found themselves converging at a faithful point on the UCLA campus. On January 17, 1969 Black Panthers “Bunchy” Carter & John Huggins where shot & killed at a UCLA during a Black Student Union meeting by members of the US organization. Yes, Claude Chuchessa Hubert (the gunman) and, George and Larry Stiner who where arrested for their murders may all have been members of the cultural nationalist US organization, but it is clear that the assassination of “Bunchy” Cart and John Huggins were actual set up by the FBI under its COINTELPRO program. “Bunchy” Carter and John Huggins where important leaders in Southern California chapter of the Black Panther Party, and when we reflect on how the FBI manipulated a differences between the Black Panthers and US to motivated members of the US organization to kill them shows the measure that J. Edgar Hoover and FBI where willing to go to bring about the destruction of the Black Panther Party. In addition to Black Panther leaders like “Bunchy” Carter and John Huggins, many more Americans, including Dr. Martin Luther King, Jr. have been in the cross hairs of the FBI’s COINTELPRO program. It has been said that Those who cannot remember the past are condemned to repeat it We will not forget our history, nor repeat it. Understanding what happened to “Bunchy” Carter and John Huggins and how FBI COINTELPRO operations conducted against them lead to their murders reminds us that we should never abandon our struggle for true liberation and freedom and that, we the people, must continue to proactively work to preserve our constitutional rights. FBI documents released as late as December of 2013 under the Freedom of Information Act to the Partnership for Civil Justice Fund (PCJF) indicate that FBI’s was conducting surveillance, monitoring, and reporting on protestors organizing with the Occupy movement. The FBI treated the Occupy movement as a potential national threat even though the agency acknowledges in documents that organizers explicitly called for peaceful protest and did “not condone the use of violence” at occupy protests.
