* * COUNTY HAS A FY’2014 DEFICIT OF $1,433,000 SO FAR! * * * During Oct 14 Commissioners Court, William Tye discussed the County’s financial position. The books are still are not yet closed on FY’2104 and so far the county is a in a deficit position of approximately $1,433,000. It is very clear to anyone watching the video that Lacy does not comprehend the concept of accruals. Simple explanation – if an expense or a service occurs in the previous fiscal year, it is debited to the previous year’s budget. It does not matter if you received the bill in October. This is basic accounting 101. Lacy received an F. An item that generated much discussion was a $459,302 invoice to LaSalle. The budget for LaSalle was $4,049,517. The total bill for LaSalle for FY’2014 will be $4,496,000 once the payment is applied and will exceeded the budget by approximately 12%. James Prince manages the Corrections budget, which includes LaSalle. LaSalle is a third party contractor who manages our jails. Prior to Lacy, the County Sheriff managed the jail. This is one of many examples of how the County got into the financial crisis. Budgets were constantly exceeded and the County just kept paying the invoices. No oversight, no accountability, no common sense, no correction to the expense line. AS reported earlier, Lacy has increased the compensation for all his secretaries and has a posting for two telephone operators who will be hired to operate a totally automated telephone system.
