“Ceremonial Dedication” (U.S. Air National Guard photos by Tech. Sgt. Marizol Ruiz) An Inauguration Ceremony dedicated to Lt. Col. Rafael A. Mattei took place in the refurbished running track on Jan. 24, 2015 at Air National Guard Base Muñiz. Rafael Mattei Jr. son of Lt. Col. Mattei, former commander for the 156th Civil Engineer Squadron, was present to receive the dedication and honor for his father, and also participated in the ceremony by uncovering the sign that names the Sport Complex after the late Lt. Col. He made important contributions to the wing while commanding the CES and the Mission Support Group. Amongst his many contributions he regained the Civil Engineer Design Operational Capability Statement to build important facilities and structures in the wing. He coordinated the permissions to build the sports complex running track and he fostered the morale and welfare recreation program of the Wing while promoting many sporting events. Mattei was the commander of the 156th Civil Engineer Squadron and retired as the 156th Mission Support Group Commander. After he retired he was hired as a contractor for the Wing in the CES because of his vast knowledge and experience. As a contractor he continued to work on CES projects. Colonel Mattei passed away on Jan. 6, 2013. He was an outstanding leader and officer who’s pride and loyalty towards the Puerto Rico Air National Guard was evident.
