National Commission for SCs (functions derived fm art338) - monitors the safeguards provided for SCs& reviews issues concerning their welfare {Cnl safeguards, safeguards provided by PCR act1955, SC&ST (POA)Act 1989} including powers to investigate & monitor all matters relating to safeguards provided to SCs - wide powers to protect, safuguard & promote the interests of SCs, evaluate the working of such safeguards - has the powers of a civil court trying a suit, to summon & enforce the attendance of any persons fm any part of India & examining an oath, receiving evidence on affidavits - to inquire into specific complaints with respect to derivation of rights, safeguards for SCs - to participate& advice on the planning process of socio eco dvl of SCs & to evalute the progress of their dvl - to present to the President annual or as & when required reports on the working of safeguards for SCs including recommendations as to their effective implementation, & for overall socio eco dvl of SCs - GoI, states r dutybound to consult the commission on all major policy matters affecting SCs
