#CountyPolicingandSecurity: Kenyans through their Constitution provided for single integrated, reformed, restructured and rebuild credible law enforcement and order maintenance National Police Service. Apart from changing the name, police uniform and insignia must be changed. People of Kenya want a more fresh younger generation of police leadership and command with expertise and professional knowledge. Inspector General should be a highly skilled professional with record of accomplishment of proven results management leadership, security and law expertise. There should be two deputies namely Strategy and Operations and Administration and Logistics. This will ensure all functions and responsibilities are well coordinated, facilitated and accountability upheld. The top-heavy police bloated bureaucracy should be dissolved into lean effective command structure with primary focus being County level. Transformed Directorate of Crime Investigation will become the core national agency for law enforcement and crime tackling. Directorate of Criminal Investigations Service should remain part of National Police Service but be thoroughly restructured, reformed and reorganized into fully-fledged autonomous crime and crime counterintelligence Law Enforcement Hub Agency under Director General. It should be well equipped, resourced and highly populated with different tested skills with specialized centers (units) each headed by director answerable to Director General. County Policing and Security Authority should be strengthened and fully operationalized under Chair of County Governor. The Authority will review county related prioritized law enforcement and security matters set by National Security council and public security concerns to make its decisions. The National State Ministry of Internal Affairs will appoint a County Representative to facilitate and coordinate the affairs of the Department at the County Level in consultation, cooperation and coordinate with County counterpart. The Representative will be member of the County Policing and Security Authority. County National Police Service should have clear leadership, Command and Security Spokesperson structure under Police Officer in Charge appointed transparently and competitively by National Police Service Commission. The Officer will chair the County Policing and Law Enforcement Technical Committee. The Policing and Law Enforcement Technical Committee is responsible and answerable in implementation of Authority decisions and other law enforcement operations in the County. It also law enforcement and security advisory brief to the County Policing and Security Authority. The Police officer in charge is accountable to office of Inspector General, National Police Service Commission and County Authority. He/ she should publish County Security and Law Enforcement monthly status report. Finally, National Police Service Commission should prepare the National Police Service budget in consultation with the office of the Inspector General of the National Police Service. National Police Service funds should be charged directly from Consolidated Fund. The Commission shall manage the Fund. The National Police Service Commission should be professionally reconstituted and full resourced to effectively perform its constitutional policy, human resource management and oversight functions. The Commission and office of Inspector General shall publish annual reports and set priorities and plans of the National Police Service. The National Parliament has constitutional responsible to monitor and review implementation to enhance accountability and transparency in police policy-making and to enable monitoring of the efficiency and effectiveness of the police service
