*** DCH responds to TRAGIC questions *** TRAGIC sent an email to the DCH Wednesday regarding several of the issues we have been seeing with open enrollment. Below are our questions and the response from DCH Spokesperson, Lisa Marie Shekell. Her responses are marked with ** **Mr. Palmer, Below please find the answers to your questions.** 1) The ADP online decision tools on the open enrollment portals seem to not be transferring any HRA dollars to the Bronze and the Silver plans. The HRA dollars only transfer to the Gold plans. We have contacted BCBS and at least one representative has confirmed that HRA dollars will transfer to any plan. Can you please confirm that the DCH plans to transfer remaining 2014 HRA money to 2015 Gold, Silver, and Bronze plans? **As outlined in the decision guide, if a member chooses to enroll in an HRA plan for the 2015 Plan Year all remaining 2014 HRA funds will roll over to the 2015 HRA plan selected.** 2) We have received several reports from members that their confirmation pages list their coverage as beginning on 01/01/2014. Is the DCH aware of this issue, and who should members contact to ensure that there are no problems with their 2015 insurance? **If a member is enrolling in the same coverage for the 2015 Plan Year that the member signed up for in 2014, the beginning date will state and effective date of 1/1/2014.** 3) We have heard from other groups that the rates for split coverage are wrong on the enrollment portal. We would like to confirm that the DCH is aware of this issue. We would also like information as to when the rates will be corrected on the enrollment portal. **Some of the rates for retirees who have split rate coverage may have displayed incorrectly on the SHBP Enrollment Portal at the time of the Retiree Option Change Period. SHBP is contacting any member impacted by this via USPS and providing the member with the opportunity to change their election by December 2, 2014. ** 4) I am sure you are aware that there have been many issues with the enrollment site crashing. According to several members, it is currently not functioning correctly. If members have difficulty accessing the open enrollment portal this week, does the DCH or ADP have any plans to increase the capacity of the portal? **SHBP and ADP have run daily tests of the enrollment site and have not identified any technical issues with the site or the site’s capacity.** 5) The DCH website has consistently been running a countdown to the end of Open Enrollment. The countdown has been wrong for at least a week. It currently states that there are 5 days left in Open Enrollment. Does this mean the DCH has decided to extend to deadline for Open Enrollment due to these previously listed issues? **SHBP Open Enrollment and the Retiree Option Change Period close at 5 p.m. ET on November 14, 2014. The countdown clock is manually updated and since the state offices were closed on Tuesday, November 11, the countdown clock was updated on Wednesday, November 12.** Ms. Shekell did not respond to our calls for the DCH to send out an email regarding the malfunctioning decision tool in time for members who used that tool to change their coverage options if desired. It is our position that this tool could have led members to choose the more expensive Gold HRA plan, when the Silver or Bronze may have been better. Without those silver and bronze plans being credited the HRA credits, the Gold plan was almost always the top option. As for the rest of the response, I just cant bring myself to comment....
