Where there is a common interest mutual agreement is possible and serviceable to all parties. But for the workers the situation is very different. For them the existing economic order is the source of their exploitation and their social and political subjugation. Even the freest ballot cannot do away with the glaring contrast between the possessing and non-possessing classes in society.
