In the absence of a strong victim protection and assistance framework, trafficking victims may decide that they are better off suffering in silence or may be reluctant to cooperate fully with authorities. This will make it harder for the authorities to hunt down traffickers and for prosecutors to secure convictions. Traffickers will then be able to brazenly continue with their evil deeds, and harm even more innocent victims -Gerald Giam (WP, NCMP)
