In the morning of September 12, in Hai Phong, Vietnam Environment Administration in collaboration with the Hai Phong Department of Natural Resources and Environment held a consultative workshop on development of Decree guiding in details the implementation of the Law on Environmental Protection 2014 in terms of incentives and supports for environmental protection activities. The content of regulations guiding in details the implementation of the Law on Environmental Protection in terms of incentives and supports for environmental protection activities, amending the Decree No. 04/2009/ND-CP of the Government, has been developed by Vietnam Environment Administration on the basis of the fundamental principles. Accordingly, the detailed regulations on mechanisms, incentives and support for a number of environmental protection activities, the products from environmental protection activities has been included in the Law on Environmental Protection 2014 on the basis of inheritance, development and overcoming of the problems and shortcomings of these mechanisms incentives and support for environmental protection activities stipulated in Decree No.04/2009/ND-CP. At the same time, the mechanisms, incentives and supports have to be feasible and be consistent with the ability to balance the State budget, as well as with the macro policies of the Government. The participants commented on the regulation on incentives and supports for environmental protection activities. For instance, it needs to more clearly define the principles for incentives and support, lease land at preferential rate, the rate of landfill waste after treatment, the term of “green procurement“, “green marketing”, “normal solid waste”, and additional regulations on incentives for landowners after the Land Law coming into effect…
