#Job in Kitui County The County Assembly Service Board of Kitui wishes to invite applications from qualified persons for the following positions: Senior Fiscal Analyst REF: KT/CASB/2013/09 (1 Post) Salary Scale 9: Salary Scale 9: Ksh.77,527×3, 877-81,404×4,070-85,474×4, 274-89,748×4,48794,235×85,474×4,274-89,748×4,487-94,235×4,712-98,947×4,947-103,894 PM. (a) Duties and responsibilities i. Providing overall direction and administration of the section including provision of team leadership, guidance and technical expertise on Fiscal Management; liaising with other County Assembly departments, other County Government departments and public sector players. ii. Formulating the assembly annual work plan around the budget calendar and enforcing its implementation. iii. Providing the Framework for regular Budget briefings to Members of the County Assembly and Committees. iv. Planning and facilitating Budget workshops for Members of the County Assembly. v. Commissioning relevant Budget analysis and research on specific area(s) of interest as may be necessary. vi. Oversing the assessment of the strengths and weaknesses of County Government Policy Options. vii. Ensuring provision of professional, timely and objective County Budget related information to relevant House Committees and Members. viii. Advising on suitable organizational arrangements for planning and coordinating budgetary policies and activities. (b) Requirements for Appointment For appointment to the grade of Senior Fiscal Analyst, a candidate must: i. Have a degree in relevant field from a recognized University; ii. Have served for at least five (5) years in a Public finance related area iii. Be a team player with good communication and interpersonal skills iv. Have sound knowledge of county budget process and Fiscal policy analysis. v. Possess atleast a CPA 11 certificate.
