* KHAMA VS OPPOSITION - BDP WINS STAY OF EXECUTION. - stay of execution on the contested standing orders granted. - parliament will not convene until after the appeal by AG had been heard by the court of appeal. - Appeal hearing tomorrow afternoon... * BDP wants parliament to resume without speaker The ruling Botswana Democratic Party and the Attorney General have on Sunday proposed to opposition parties to resume parliament procedures on Monday without the Speaker of the National Assembly. The BDP and the Attorney General approached the High Court to delay the execution of the judgment which says that Standing Orders which prescribe for the election of Speaker and endorsement of Vice President should be by a secret ballot rather than by a show of hand. The BDP objects putting into practice the Standing Orders (that election of Speaker and endorsement of Vice President should be by secret ballot) so they are challenging to enable Parliament and Executive to continue their business. The Standing Orders 61 to 63 prescribe that in the absence of the ruling party, opposition can choose an MP to act and Parliament business continues until a substantive speaker is elected. The High Court is expected to hear the case on 10 November. (APA)
