“KKK” in key positions Sunday, July 7, 2013 Bobby Nalzaro (SUNSTAR) HAS Gov. Hilario “Junjun” Davide III adopted President Noynoy Aquino’s policy of appointing his “kaklase, kaibigan at kabarilan” in key positions in his administration? Noynoy has been accused of appointing these personalities even if some of them are not fit for the position. Noynoy also appointed senior police and military officers like the PNP chief and the Armed Forces of the Philippines chief of staff, who served in the Presidential Security Group during the term of Noynoy’s mother Cory. Junjun is not a gun enthusiast like Noynoy but he filled key positions in his administration with his “kaklase, kababayan at kaopisina.” Junjun appointed Attys. Ramil Abing and Mark Tolentino, both partners in his law office, as his chief of staff and provincial administrator, respectively. He also appointed former Provincial Board member and a fellow Argaoanon, Orvy Ortega, as the provincial legal officer. Former Visayan Electric Company communication’s officer and his high school classmate Ethel Natera is his public information officer. I am raising this issue because of the reported “animosities” between Davide and Vice Gov. Agnes Magpale in appointing personalities in their administration. Some who campaigned for the Davide-Magpale tandem during the elections were assured key positions. Sources said Atty. Magnificus Cañete, who is with Magpale’s legal team, was assured the position of chief of staff. USJ-R law dean Jonathan Capanas was highly recommended for the provincial administrator’s position. Frank “Sano” Japson, the provincial administrator during former governor Lito Osmeña’s time was also being considered for the position. We cannot question Junjun’s decision because that is his prerogative as chief executive. He should see to it that he can trust the people who serve him. It is a matter of trust and confidence. If I were in his shoes, I would do the same. But let us see if there are other “KKKs” in his administration. When Talisay City Mayor Johnny delos Reyes (JVR) was proclaimed winner, he called me up and sought my advice. JVR and I have been long-time friends and we both hail from Zamboanga del Norte. I told him to appoint people he can trust in key positions like the city administrator, legal office and others. The following day, JVR announced that he was appointing his son John Yre as his city administrator. Now, who will question his decision? Not even the Civil Service Commission. *** How true is the information I got that Agapito Cugay Jr., Tomas Osmeña’s trusted man, is now employed with the Provincial Government? I was told he was absorbed by Junjun as one of his consultants? Consultant in what? If you recall, Cugay was Tomas’s secretary when the latter was mayor of Cebu City. He was Tomas’s “eyes and ears” at City Hall. People also called him Tomas’s “hatchet man” and “bagman.” He had had several brushes with the law. He would fire his gun whenever he got drunk but he would always get away with it since he would drop Tomas’s name. If the report is true that Cugay is now with the Capitol, it might be a sign that Tomas’s influence has penetrated Davide’s administration. Kini timailhan na nga nakasulod na ang galamay ni Tomas sa Kapitolyo. *** While Bando Osmeña Pundok Kauswagan (BOPK) stalwarts, which dominate the Cebu City Council, refused to give committee chairmanship and membership to Councilors Mary Ann delos Santos and Dave Tumulak of Team Rama, the Provincial Board, which is dominated by Liberal Party members, gave members identified with Once Cebu Party equal share. You see the difference between the two legislative bodies. Even if elections are over, BOPK members continue to play politics. Is this because they are being dictated by their political patron who is a “political has-been”? Oh come on. Will you stop politicking and kindly focus your work on serving your constituency.
