Lets be very clear, civility in teaching and research institutions does not mean what you think it means. You might think it means tolerance or respect but it actually operates to silence speech, research, and curriculum that disturbs the political and cultural norms and common sense of the United States. Civility is an underhanded way to police thought and to push oppositional voices and knowledges out. Even from a pragmatic standpoint civility will only dumb down academic institutions and the communities they serve. Here is the California Scholars for Academic Freedom statement on civility and free speech.
