** ONLINE COURSE OFFER INTERNATIONAL ELECTION OBSERVATION AND ELECTORAL ASSISTANCE ** University: Basque Country University Degree Awarded: University postgraduate Specialist in International Election Observation and Electoral Assistance Type of course: webinars, e-learning platform, online live-classes Credits: 30 ECTS Period: October 6, 2014 - May 2015 Registration Deadline: August 14, 2014 Tuition fee: EUR 1,590,- * Previous election observation experience required * This one-year ONLINE English postgraduate course is intended for observers who want to enhance their skills and practical knowledge in the area. First edition of the course was quite successful (we received applications from 38 countries from all five continents). We launch this second edition, learning from the first edition’s experience and enhancing our participatory methodology. Next course will be both a tele-class course & an e-learning course. There will be a combination of online live classes /webinars and written forum discussions. The teaching staff is a selection of experienced Core Team observers, observer training instructors (e.g. NEEDS and EODS program), university scholars and experts working for international agencies and organizations related to the field such as The Carter Center, Electoral Reform International Services (ERIS), International Foundation for Electoral Systems (IFES), United Nations Development Program (Global Program for Electoral Cycle Support group), National Democratic Institute (NDI), the Organization of American States (OEA), the EDGE Foundation or the Office for Democratic Institutions and Human Rights (OSCE/ODIRH). Once again, we have kept a gender balance among our lecturers. As you know election observation has become a highly standardised political instrument based on international best practices. This postgraduate course aims to establish a source of professional education to meet the demands for professionalized specialists in Election Observation field. Our methodology is based on forum interactions between participants, lecturers and teachers. It includes video conferences, webinars, readings, streaming materials, practical exercises and online working groups. This course is founded on a dynamic, participatory, active learning approach. Forum participation will be based on critical and analytical peer-to-peer learning perspective. Participants will be encouraged to establish working groups with other students and to search and share complementary academic materials. Our course encompasses a select group of experienced observers and professionals who have become together to bring to you this one-year ONLINE university post-graduate program in English that provides an academic and practical approach for those seeking careers as election observers. Lecturers and speakers will include Holly Ruthrauff, Anne-Sofie Holm Gerhard, Staffan Darnolf, Leandro Nagore, Jonathan Stonestreet, Meaghan Fiztgerald, Kerstin Dokter, Richard Klein, Anne Grandvoinnet Serafini, Ana Afonso, Isabel Menchón, Betilde Muñoz-Pogossian, Elizabeth Plachta and Victor Pérez Sanudo. University professors such as Asier Blas, Heriberto Cairo, David Carracedo, Noe Cornago, Arantxa Elizondo, Irantzu Mendia, Alberto de la Peña, Karlos Pérez de Armiño and Alfredo Retortillo will also participate. We decided to keep student’s fees near the minimum allowed by the university; 1,590 euros. We are aware that those fees still could be an impediment to enrol for many potential students around the world, but unfortunately so far we have not got the funds to grant scholarships.
