October 2007 Briefing Paul Dewar MP The Sand Beneath our Feet (2002) by Brig Gen (retd) Joe Sharpe was on Paul Dewars table with the key paragraphs highlighted. SOLDIERS WERE MISDIAGNOSED AND DENIED DISABILITY PENSIONS FOR WHICH THEY HAD TO PAY PREMIUMS Those were the key words in BGen Sharpes paper which was written after he had completed the Sharpe Inquiry. It was a carefully worded document that exposed some serious wrongdoing. A retired Professor of Criminal Law, after reading my research file said its fraud...the soldiers paid their insurance premiums and because they were misdiagnosed they were denied disability benefits. BGen Sharpes medical adviser was Canadian Armed Forces epidemiologist Dr. Jeff Whitehead MD. BGen Sharpe in 2003 was a consultant in the office of the CAF Ombudsman, Andre Marin. Toronto Star February 2002 A friend brought a copy of the Star to Mexico. The big front page story headline was CAF Ombudsman Blasts CAF for Bad Treatment of 3000 Soldiers Suffering From PTSD. (Graham Fraser, Ottawa Bureau Chief) Amazing...that was 5% of all CAF Members. It was an epidemic. But was it PTSD? October 2002 The then Minister of Defence John McCallum sent me a letter and a 5 page detailed reply written by CAF epidemiologist Dr. Mark Zamorski MD. The basic message was Myalgic Encephalomylitis is a serious problem in the CAF. ME affects CAF members at a disproportionately higher rate than the civilian population and deployed members are worst affected. September 2003 I discussed the PTSD history with BGen Sharpe and specifically asked him about the the Ombudsmans 3000 PTSD statistic. BGen Sharpe stated only 20% of the 3000 have PTSD,(a treatable psychological problem) the other 80% mostly have Myalgic Encephalomyelitis ME, a disease of the central nervous system. There is no treatment for ME. It affects brain and muscle function. If ME isnt diagnosed early and managed properly, it often causes substantial and permanent disability. June 2013 CAF psychiatrist Dr. Greg Passeys 1993 SHAM PTSD research exposed. I briefed Peter Stoffer MP, NDP veterans affairs critic. The next week I briefed Col (retd) Jim Calvin who was Commanding Officer of the 2PPCLI Battle Group that was the focus of Dr. Passeys PTSD research in 1993. Weve been bamboozled. This is a sham. Dr. Passey could not have done found 600 soldiers for his PTSD questionaire because the Battle Goup was disbanded immediately on arrival in Winnipeg and the soldiers returned to their Units (68) across Canada. Back to the NDP The Liberals and Conservatives have tried to bury this story. It started out under Mulroney and Campbell...and continued under Chretien and Martin. It got worse under Harpercorp. The NDP had the key facts.All they did was sit on them. Why didnt the NDP ask any of the hard questions?
