"Operation Northwoods was a plan put forward in 1962 by the Joint Chiefs of Staff (the very heads) of the US military to stage a false flag terrorism campaign against their own country, to be blamed on Cuba, as a pretext for an invasion. President Kennedy rejected it - probably one of the reasons for his assassination the following year. It was declassified in 1997.
