@Patrick Jensen The Pre-Sequel was a breakout role for 2K Australia, similar to Gearboxs own Half-Life: Opposing Force. 2K Australia performed the majority of development on the game. 2K Australia and Gearbox are completely two different development companys and teams all together from two different countrys. The only guy that helped 2k Australia team was the writer Anthony Burch to help their own writers understand the story more. 2k Australia had assistance from Gearboxs branch in Texas. Meaning they bought the Borderlands license so they would be allowed to develop the pre-sequal. Gearbox sent all their assets, and their modified Unreal Engine 3 over to the 2k Australian studio. The engine was the starting point. All the new features were coded and done by 2k themselves and had no help from Gearbox. Its apparent just from playing the game from its Australian comedy and culture, including missions referencing cricket, the folk song Waltzing Matilda, and a talking shotgun based upon the bogan stereotype. Bruce Spence, an Australian actor well known for his role as the Gyro Captain in Mad Max 2 whos character I found hilarious in the movie is among the games voice actors–voicing a gyrocopter pilot in reference to his role from the film.
