:( RIP There were people wanting to foster, but of course with all the rules and regulations that exist, she couldnt be adopted out. They make it hard and so frustrating for everyone working to get these animals safe. I cold never understand why there is no phone connections for people who want to save a life. No the great organization has to find the hardest, most frustrating way so the chance ad very slim for these dogs. How many years has this been going on. No wonder there are so many problems in NY . They just cant get there act together
