* * * * ROBERT WORTHEN”S LAST PRESENTATION TO COMMISSIONER COURT * * * Sterling Lacy appointed Robert Worthen to the Financial Advisory Committee. In less than two weeks after his appointment, Mike Sandefur suspended him after Mr. Worthen accused Donna Burns of “criminal activity”. In a recent Post, we stated Mr. Worthen that he has no credibility with us when he reports on financial matters. He was not happy with us and in the spirit of fairness we have included his unhappiness. Mr. Worthen - “you obviously miss-read my statement. I said the revenue went up 73% between 2003 and 2008. THEN the deficits started... And I have never harassed Donna Burns. In fact, I supported her in her effort eight years ago to become county treasurer and have never voted against her. I believe she has made some mistakes but I believe that she is trying to do what is right for the future. I have to say, you arent much of a watchdog. You cant even get the facts straight when they are right before your eyes.” During his presentation to Commissioners Court, Mr. Worthen stated the largest deficit was due to James Carlow’s last budget, (FY2011). First of all, there is no such thing as an approved budget with a deficit in Texas. These were the budget numbers submitted by James Carlow’s Court for FY2011. (Data from Bowie County website.) Revenue Budget - 34,690,657 Expanse Budget - 34,690,657. Sterling Lacy managed the FY2011 budget, as Carlow was gone.
