When my little boy did this, it scared the bejeepers out of me (thank God all he wanted was his gf who lived behind us) BUT ... I went to Home Depot and bought me several sheets of 4x8 plywood, cut it in half length ways, making it a 2x8 (end to end would make a 2x16 ft piece) bought paint to seal the wood, got help and along the bottom of the fence I dug down about a 1 foot 7 inches and buried the plywood. This stopped his digging but it was the start of sitting by the fence whining and her on the other side doing the same thing, lol. But I could live with that but could not live with me losing him ... AND if you have a JUMPER, get 4x8 sheet Lattice and make your fence taller.
