The decision to use said authority has never been taken lightly. Indeed, so hesitant have we been to deploy the forces of the United States that in the two previous major insurrections launched against this government, first under President Washington and then under President Lincoln, the acting executives allowed the instigators thereof to open fire and begin violent acts -before- acting against them.
