Musharraf is applied to, let’s say, Justice Dogar, [he] can come up and say, ‘Why are you singling me out as an accused? Every other judge who took oath [after emergency rule] did the same thing,’” said Salman Akram Raja, a senior constitutional lawyer. “It expands [the case] so massively that ultimately it will be impossible to prosecute.
