“The proposed rule will have a significant detrimental impact to the U.S. cattle industry as it entails new regulatory requirements on cattle producers. Further it does not comply with limitations articulated by United States Supreme Court decisions, and overall usurps the federalism concept underpinning the Clean Water Act (CWA) when passed by Congress in 1972,” wrote the National Cattlemen’s Beef Association (NCBA) and the Public Lands Council (PLC) in a joint announcement accompanying the groups’ comments last week.
