The BIR is actually opposing it on the stand point that they see that the government is going to lose between 43 to 70 billion. Its a disappointing statement. First, the range is just too big. It gives you the impression that they dont study, because why is the range so high? Its a 60% range. Secondly, its just impossible to reach that amount. Why? Because you are looking at 238 billion in terms of total tax take from individuals. Theyre telling us that the third of that comes from 13th month pay. Come on. How ridiculous is that? ~ Atty.
