Gandhi not only took a decision to disband the Congress, he had penned the thought in an essay. A paragraph, duly highlighted, quoted underneath, had Gandhis observations that the Congress had lost its utility as an instrument for publicity and it should have stayed away from unhealthy rivalry with other political parties and organizations.
