(Via Cong. Leni Gerona Robredo) Updates from the Committee on Transportation hearing: 1. Our Resolution urging LTFRB to defer implementation of Memorandum Circular 2014-15 transferring the terminals of Bicol Buses, among others, to the South Interim Transport Terminal in Muntinlupa, was passed in the Committee level and will be forwarded to the Plenary for further action; 2. LTFRB admitted that the decision to transfer the terminal was borne out of a meeting with Metro Manila Mayors and MMDA when they were all trying to find solutions to help traffic congestion; 3. Most of us complained of the seeming haste in arriving at the decision without any scientific study to back it up and without proper public consultation; 4.LTFRB promised to revisit the Memo Circular but could not commit yet to the suspension of its implementation because MMDA Chair Tolentino was still out of the country; 5.The Committee gave LTRFB 10 days within which to comment and submit its position paper based on what was discussed during the hearing; 6. But, LTFRB clarified many misconceptions and misinterpretations by saying not all Bicol Buses are being required to transfer to the South Interim TRansport Terminal in Muntinlupa. Apparently, Bicol buses have different approved endpoints based on their franchises: a. Bicol buses plying to Metro Manila with Cubao as endpoint - 338 buses b. Bicol buses plying to Metro Manila with Pasay as endpoint- 291 buses c. Provincial buses with Metro Manila as endpoint - 236 buses All Bicol buses plying to Metro Manila with Cubao and Pasay as their endpoints will not be required to transfer their terminals to the SITT. They will still be allowed to retain their terminals in Cubao and Pasay. Only the 236 buses which have Metro Manila as their endpoint will be required to transfer their terminals to the SITT. I have a list of all the buses which have franchises with Metro Manila as their endpoint. I will post it in my District Office for everyones reference. While this is still being discussed, I suggest that all those traveling to Metro Manila by bus should first ask the bus company where the particular bus will proceed. If you need to alight from Cubao, make sure that the bus you will be taking has Cubao as its allowed endpoint. We will keep everyone updated of developments.
