.. WHAAAAT??? This is Beyond Outrageous!!! . I wonder if the local authorities would enjoy the same treatment that little MONSTER is inflicting on the dog. Hanging somebody by the neck is attempted MURDER, and that kid is an up and coming, heartless killer!!! .. In addition... Whoever was running the camera... Put it down, jump the fence, and stop that miniature criminal from his evil acts!! (I have done that numerous times through the years... No matter what the age or size of the abuser!! Im just a puny little shrimp, but I will take on anyone who is doing harm to an innocent, defenseless living being!!)
