** We apologize for the delay in releasing our formal statement as there was delay the process of obtaining accurate information about the situation.** Voting for the Underwood International College Presidential Elections was held between November 25~27, 2014. In opening of the votes on the evening of 27th, total of 38 votes were discovered as error. The final voting error percentage was calculated to 6.07%. Voting error is defined as the difference between the number of votes recorded and the number of votes counted. 35 of these votes were counted as error, because they did not have stamps of validation and therefore could not be counted as part of number of total votes. In accordance with the UIC Election By-laws article 85 clause 3, when it was discovered that voting error exceeded 5%, ballot counting was stopped, and the election was voided. A re-election must now occur. Clause 85 [Voting Error] ① The difference between the number of votes recorded and the number of votes counted is called voting error. When the difference between votes recorded and votes counted exceeds 3% the results of the respective ballot box become void and all votes in the ballot box become invalid. ② The difference between total number of recorded votes and total number of counted votes is called total voting error. When the total voting error exceeds 3%, the vote becomes void. ③ The difference between total number of recorded votes and total number of counted votes is called total voting error. When the total voting error exceeds 5%, the vote becomes void. The cause of the high voting error was due to the discovery of ballots without the official Election Committee stamp from the ballot booth in the YIC Veritas B lobby. On the second day of voting, Wednesday November 26th, Election Committee Member A prepared and stamped approximately 20 ballots around 10:00am. There were unstamped ballots below the 20 already stamped. Election Committee Member B, who replaced Election Committee Member A in the following shift, used the pre-stamped ballots and continued to register and assist voters between 11:00am-12:50pm. In the process, Election Committee Member B failed to recognize the missing stamps on the ballots and continued to process votes without stamping the ballots. Election Committee Member C, who replaced Election Committee Member B during the next shift, arrived at 12:50pm. At this time, the ballots for the UIC Presidential Elections were running low and the Election Committee received new ballots at 1:00pm. The new ballots were also unstamped by the Election Committee Stamp. At approximately 1:20pm Election Committee Member A and C recognized that the ballots had been missing the official stamp and proceeded to continue the voting process with stamped ballots l. According to the Election By-laws, there was no way to open the ballot box to confirm the number of unstamped ballots at the time, and the Election Committee proceeded with voting. On Thursday, November 27th, 35 unstamped ballots were discovered from the YIC Veritas B ballot box during ballot counting. In accordance to the Election By-laws, the UIC Presidential Election is now void and re-election must occur. Furthermore, in accordance with the Yonsei University UIC Constitution articles 75 and 76, UIC is now under the system of the Emergency Exigency Committee. Article 75 [Emergency Exigency Committee] ① The Emergency Exigency Committee is to announce its creation within 48 hours should it apply to the following clauses, however, if a term’s ending date is not specified, considering remaining days in office, the term shall end on November 30th. 1. When the presidential election becomes void 2. When both the president and vice-president resign, when the president’s term has not exceed 1/4 of their entire term 3. When the presidency has been impeached, when the president’s term has not exceed 1/4 of their entire term ② In accordance with clause 1, the Emergency Exigency Committee shall be comprise of the major representatives and student club union president. Article 76 [Rights & Responsibilities] ①The Emergency Exigency Committee also gains the rights of the executive branch. ② The Emergency Exigency Committee is responsible for the executive tasks of the presidency during its term ③ The Emergency Exigency Committee is responsible for deciding specific dates for the UIC Student Council Election and forming the Election Committee ④ In order to fulfill the responsibilities of the Emergency Exigency Committee, they may construct and acknowledge a provisional executive committee. The provisional executive committee must be approved by the Committee. In addition, in accordance with the Election By-laws article 94 clause 2, the Emergency Exigency Committee is to decide the schedule for re-election. Article 94 [Re-election] ① When the total voting error between number of votes recorded and number of votes counted of a re-vote exceeds 3%, when the number of voters abstaining exceeds the number of votes for the campaign team with majority vote, and when the majority votes for a campaign team fails to exceed 1/3 of the total number of eligible voters re-election must occur. ② The schedule for the re-election is decided by the Emergency Exigency Committee. The 9th UIC Election Committee is aware of the gravity of the mistake and feels great regret and remorse for all that has happened. The responsible Election Committee members A,B, and C also express their deepest apologies and regret towards the situation. Due to error within the Election Committee, the precious votes of each and every student have become void and for that we truly apologize. **정학한 정보 수집을 위해 시간이 지속이 되었습니다. 입장문이 늦게 올라간 점 죄송합니다** 2014 11월25일부터 27일 사이 국제대 학생회 투표가 진행되었습니다. 그러나 11월27일 투표를 마친 후 국제대 학생회 개표를 진행하는 과정에서 오차가 총 38표로 확인이되었고 오차범위가 총 6.07%으로 계산 되었습니다. 제10대 선거는 선거시행 세칙 제 85조 3항을 따라 총오차 명부상 총 투표자수 대비 5%가 넘었으므로, 국제대 학생회 투표를 개표 못한 채 선거는 무산이 되었고, 재선거를 실시해야 합니다. 제85조 【투표함의 무효처리】 ① 한 투표소의 명부상 투표자수와 투표함의 투표용지수의 차이 (이하 “오차”라 한다)가 명부상 투표자수 대비 3%를 넘을 때 해당 투표함의 결과는 무효가 되며, 해당 투표함의 투표용지 수만큼 무효표로 산입한다. ② 모든 투표소의 명부상 투표자수 총합과 모든 투표함의 투표용지수 총합의 차이(이하 “총오차”라 한다)가 명부상 총 투표자수 대비 3%를 넘을 때 투표는 무효가 된다. ③ 총오차가 명부상 총 투표자수가 대비 5%를 넘을 때 선거는 무효가 된다. 높은 오차율의 원인은 국제캠퍼스에서 운영된 진리관B 1층 투표구에 있던 투표함들에서 도장이 찍히지 않은 투표용지에 기표가 된, 유효하지 못한 표가 다수 집계되었기 때문입니다. 투표의 둘 째날 28일 수요일, 선관위원A는 10시경에 20장 이하의 국제대 회장단 투표용지에 미리 도장을 찍어놨고, 그 밑에 도장이 아직 찍히지 않은 투표용지들이 있었습니다. 선관위원A 다음으로 쉬프트를 이어 받은 선관위원B는 11시부터 12시 50분까지 이 투표용지들을 사용했고, 그 과정중에서 도장이 찍힌 투표용지들 뒤에 있던 일부 도장이 찍히지 않은 투표용지들에 직인을 찍어야 하나 이 사실을 망각하여 그대로 배부 되었습니다. 다음으로 쉬프트를 이어 받을 선관위원C는 12시 50분경 도착하여 선거 집행을 보조하였고, 이 때즈음 국제대 회장단 투표용지가 다 떨어져 1시쯤 새로운 투표용지를 소량 전달받았습니다. 새로 도착한 투표용지는 모두 도장이 찍히지 않은 채로 투표자들에게 배부되었습니다. 투표용지에 도장이 찍혀있지 않은 상태로 배부되고 있었다는 사실을 오후 1시 20분경 비로소 선관위원A 와 선관위원C에 의해 발견되었으며, 그 후에야 정상적으로 투표구가 운영이 되었습니다. 투표 기간 중 투표함은 열어 확인할 수 있는 방법이 없어, 투표는 계속 진행 되었습니다. 그리고 29일 목요일 개표 당시, 총 35개의 도장이 찍히지 않은 투표용지가 국제캠퍼스 진리관B 투표함에서 발견되었습니다. 선거시행 세칙에 따라 이번 국제대 회장단 선거는 무산이 되었으며 재선거를 실시해야 합니다. 또한 국제대 학생회칙 제75조 및 제76조에 의거하여 비상대책위원회가 효력을 가지게 됩니다. 제75조 [비상대책위원회] ① 비상대책위원회는 다음 각 호에 해당할 때 해당 사항의 공고 48시간 후 구성된다. 단, 임기 종료일이 확정되지 않았을 때 잔여 임기의 계산을 위한 임기 졸요일은 11월30일로 한다 1. 회장단 선거가 무산될 때 2. 회장단 두 명 모두가 사퇴하고, 해당 회장단의 잔여 임기가 전체 임기의 4분의 1 이상을 넘지 않을때 3. 회장단이 탄핵을 당하고, 해당 회장단의 잔여 임기가 전체 임기의 4분의 1 이상을 넘지 않을 때 4. 제1항에 따라 미상대책위원회가 구성되면 각 학과 학생회장과 동아리연합회장은 비상대책위원이 된다 제76조 [관한⋅ 업무] ①비상대책위원회는 집행기구에 준하는 권한을 가진다. ② 비상대책위원회는 회장단의 궐위 기간 동안 집행위원회의 상시적 업무를 담당한다. ③ 비상대책 위원회는 회장단 선거의 구체적인 일정을 정하고, 선거관리위원회를 구성한다 ④ 비상대책위원회는 업무의 원활한 집행을 위하여 임시 집행위원회를 구성하고, 임시 집행위원을 인명할 수 있다. 임시 짐행위원은 운영위원회의의 인준을 받아야한다. 또한 선거시행세칙을 제94조 2항을 따라, 비상대책위원회에서 재선거 일정을 정하게 됩니다. 제94조 【재선거】 ① 재투표에서도 총오차가 명부상 총 투표자수 대비 3%를 넘을 때, 기권란에 기표한 사람의 수가 1위 득표 조보다 많을 때 또는 후보가 한 조이면서 그 득표수가 선거권자 총수의 3분의 1 이상의 아닐 때는 재선거를 시행한다. ② 재선거의 일정에 관하여서는 비상대책위원회에서 정한다. 이와 더불어 국제캠퍼스 내의 다른 많은 실수들과 미숙한 운영이 이런 큰 오차범위를 만들어낸 것 같습니다. 국제대 선거관리위원회 모두 이 사태의 심각성을 깊이 통감하며, 죄송한 마음을 마음 속 깊이 품고 있습니다. 국제캠퍼스 진리관B 당시에 관리했던 국선관위원들도 깊은 반성을 하고 있습니다. 국선관위 내부 실수로 국제대 학우 여러분의 소중한 한표, 한표가 모두 수포로 돌아갔다는 것에 대해 깊은 사과의 말씀 올립니다. 또한 2015년을 바라보고 많은 시간과 노력을 투자하신 국제대 선본들에게도 진심으로 사과드립니다.
