That is not to say institutional enlargement caused the Russian invasion, as University of Chicago political scientist John Mearsheimer, among others, would have it. However, it is only possible to understand the Russian decision-making process on Crimea and Ukraine by situating it in the broader context of the post–Cold War order in Europe and its flaws.
