”While the current conflict might not have been inevitable, in the months and years leading up to the February 2014 invasion of Crimea, the Euro-Atlantic institutional architecture had increasingly become a source of friction between Russia and the West. That is not to say institutional enlargement caused the Russian invasion, as University of Chicago political scientist John Mearsheimer, among others, would have it. However, it is only possible to understand the Russian decision-making process on Crimea and Ukraine by situating it in the broader context of the post–Cold War order in Europe and its flaws.
