Such an idea would be no different from the current situation where the govt has usurped the money for other purposes, and now claims that the benefits have been returned to the people through various other means, such as subsidies and grants, etc. If the thought is to benefit the old and poor, then a humane & benevolent govt should consider some state pensions so that all citizens over a certain age will enjoy a monthly stipend for the rest of their lives and not be dependent on their children, if any. With the current govt, it’s truly pay-and-pay until you die.
