~Z~ No - no - no. This allows Congress to abdicate one of their responsibilities as listed in the Constitution and give it to the President without a Constitutional Amendment that would not pass. It would also remove one of the checks and balances that keep one branch of the government from becoming more powerful than another. This is the same method they used to get automatic pay raises. Once in place, they dont bring it up again so that it can be voted against. Notice to all Congressmen: If you cannot, will not or dont want to fulfill the responsibilities of your office, then resign and well get someone in office that can and will fulfill those responsibilities.
