Carried EMPLOYEE RECOGNITION AWARDS The Mayor and Senior Management presented staff with recognition certificates and pins for 5 years to 40 years of service. There were also a couple of special recognitions from employees respective associations. Council took a recess at 5:15 p.m. Council reconvened at 6:00 p.m. MAYORS OPENING REMARKS MOMENT OF REFLECTION DISCLOSURE OF PECUNIARY INTEREST OR THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared MINUTES & BUSINESS ARISING OUT OF THE MINUTES Minutes of the Meeting of February 10, 2014 Resolution No. 2: Moved By: Councillor Getty Seconded By: Councillor Rosehart THAT the Minutes of the Council Meeting of February 10, 2014 be approved. Carried DELEGATIONS 1. Rockstar Pro National Motocross Races at Gopher Dunes Presented By: Frank Schuster Mr. Frank Schuster appeared before Council and provided background on his business. He showed an example of a commercial that show cased Norfolk County and would like to offer that segment to Tillsonburg. The Development Commissioner and the Marketing and Partnership Officer to work with Gopher Dunes to get the video completed. 2. Tillsonburg Airport - Analysis of Arable Lands Presented By: Matt Versteegh, Field and Flock Farms Ltd. Mr. Matt Versteegh appeared before Council to request a reduction of the lease due to non arable lands. Staff to provide a report regarding the request for Council consideration. INFORMATION ITEMS 3. 2014 Farmland Forum - March 7, 2014 4. Getting There: A study of transportation needs in Tillsonburg - March 6, 2014 5. Town of Arnprior Correspondence - Resolution to Not Support Electricity Rates RESOLUTION: Moved By: Councillor Klein Seconded By: Deputy Mayor Renaud THAT the Town of Tillsonburg supports the Town of Arnpriors Resolution No. 059-14, passed on February 10, 2014 with the exception of the final paragraph which speaks to no increases for electricity; AND THAT the Town of Tillsonburg urges the Ontario Energy Board that there be lower increases of electricity rates than the approximate 50% proposed within the next 5 years AND THAT the resolution be sent to Premier Kathleen Wynne and the Ontario Energy Board. Carried 6. Lupus Foundation of Ontario 7. 2014 OSUM Conference & Trade Show PLANNING APPLICATIONS 8. Extension to Draft Approved Plan of Subdivision 32T-09004 Presented By: Eric Gilbert, Development Planner Mr. Eric Gilbert, Development Planner, Community and Strategic Planning Office appeared before Council to request support for expansion of the draft plan approved 32T-09004 subdivision. The following resolution was passed. Resolution No. 3: Moved By: Councillor Stephenson Seconded By: Councillor Beres THAT Tillsonburg Council advise Oxford County that the Town supports a 3 year extension to the draft approval of the Town Industrial Plan of Subdivision, (32T-09004), for lands described as Part Lots 1 &2, Concession 5 (Middleton),Town of Tillsonburg, to March 9, 2017. Carried CHIEF ADMINISTRATIVE OFFICER 9. CAO 14-04, Disposition Process - Tillsonburg Hydro Inc. Presented By: David Calder CAO 14-04 Disposition Process of THI.pdf Schedule A Disposition Process.pdf Schedule B Estimated transition Costs.pdf Council allowed the public to provide comments on the matter. Mr. Adolf Kunkel appeared before Council and spoke against the disposition of THI particularly selling the utility to Hydro One. He has requested that the taxpayers be able to have input regarding a sale. Mr. Ernie Turner appeared before Council and suggested that the disposition should be discussed through a public process. He asked the following questions: What pressure is there now and in the future regarding disposal of Hydro companies? Can the process be completed before the new term of Council? Could there be a plebiscite on the ballot for the 2014 Election? Can there be a guarantee that there will be no rate increases? Mr. Cam McKnight appeared before Council and spoke to the word disposition which he interprets as to dispose of. He would support a public process and supports the motion by Councillor Klein to defer the proposed resolution until a public meeting is held for public input. Mr. Larry Donnely appeared before Council and recommend that council provide a pro forma of what could take place so the community could look at it with information in order to provide a better decision. Proposed Resolution No. 4: Moved By: Councillor Beres Seconded By: Councillor Stephenson THAT Tillsonburg Council as the sole shareholder of Tillsonburg Hydro Inc. approves the disposition of Tillsonburg Hydro Inc. through the Request for Proposal (RFP) process. AND THAT Tillsonburg Council as shareholder of Tillsonburg Hydro Inc. directly oversees the disposition process of Tillsonburg Hydro Inc. AND THAT the four independent members of the Board of Directors of Tillsonburg Hydro Inc. be requested to act as a nonvoting resource group to Council throughout the RFP process. AND FURTHER THAT Council authorize the hiring of the appropriate experts in the area of legal, financial and communications to facilitate the disposition of Tillsonburg Hydro Inc. DEFERRAL The following resolution was brought forward. Moved By: Councillor Klein Seconded By: Councillor Beres RESOLVED THAT a vote on proposed resolution #4 be deferred pending a public meeting to provide information to receive input from the public; FURTHER RESOLVE THAT Mr. Calder, CAO, develops a format and reports back at the Council Meeting of March 24th, 2014. CL 14-08 Sewage System Management Agreement Presented By: Town Clerk Resolution No. 5: Moved By: Councillor Klein Seconded By: Councillor Beres THAT Council receive Report CL 14-08, Sewage System Management Agreement; AND THAT a Bylaw to authorize the Agreement be brought forward for Council consideration. Carried DEVELOPMENT & COMMUNICATIONS 11. Report DCS 14-11 Economic Development 2014 Work Plan Presented By: Cephas Panschow Resolution No. 6: Moved By: Deputy Mayor Renaud Seconded By: Councillor Klein THAT Council receive Report DCS 14-11 Economic Development 2014 Work Plan for information purposes. Carried 12. DCS 14-09 Sign By-Law Presented By: Geno Vanhaelewyn Staff to review the restrictive requirement for A Frame signs on commercial properties. Restricting this type of signage to one only, may cause hardships for some commercial businesses. Council also suggested that staff review the fees and the fine structure to ensure they are in line. Resolution No. 7: Moved By: Councillor Rosehart Seconded By: Councillor Getty THAT Council receive Report DCS 14-09 Sign By-Law; AND THAT Sign By-Law 3798, to regulate signs and other advertising devices of a commercial nature in the Town of Tillsonburg be brought forward for Council consideration. Carried 13. Report DCS 14-12 Service Agreement with Tillsonburg District Craft Guild Presented By: Cephas Panschow Resolution No. 8: Moved By: Councillor Getty Seconded By: Councillor Rosehart THAT Council receive Report DCS 14-12 Service Agreement with Tillsonburg District Craft Guild; AND THAT a by-law, to authorize a service agreement with the Tillsonburg District Craft Guild for a three year period be brought forward for Council Consideration. Carried PARKS & RECREATION SERVICES 14. Report PRS 14-04 Historical Society Application to Ontario Trillium Foundation Presented By: Rick Cox Resolution No. 9: Moved By: Councillor Stephenson Seconded By: Councillor Beres THAT Council receive Report PRS 14-04 Historical Society Application to Ontario Trillium Foundation; AND THAT Council direct staff to issue a letter of support for the application. By-Laws for the Meeting of February 27, 2014 Resolution No. 10: Moved By: Councillor Beres Seconded By: Councillor Stephenson THAT By-Law 3801, To Authorize a Sewage System Management Agreement with the County of Oxford; AND THAT By-Law 3802, To Authorize a Service Agreement with Tillsonburg District Craft Guild ; AND THAT By-Law 3798, To Regulate Signs and other Advertising Devices of a Commercial Nature in the Town of Tillsonburg; AND FURTHER THAT By-Law 3800, To Confirm the Proceedings of the Meeting, be read for a first and second time and this constitutes the first and second reading thereof.
