1. CLERK OF COUNTY ASSEMBLY (KCASB 12) – ONE POSITION (a) Duties and Responsibilities The Administrative head of the County Assembly (i) The Accounting Offcer/ Authorized Offcer for the County Assembly; (ii) Secretary to the County Assembly Service Board of Kiambu; (iii) Responsible for implementation of all policy decisions of the County Assembly Service Board; (iv) Responsible for Enhancing public understanding and knowledge of the work of the County Assembly and increasing public accessibility; (v) The Principal Adviser on all legislative procedures, practices, conventions and traditions to the Speaker of the County Assembly, other Presiding Offcers and to all Honorable Members; (vi) The Chief advisor to the Speaker in the exercise of all powers and functions that belong to the Speaker and through the Speaker, to the House. He acts under authority and takes decisions in the name of the Speaker. Orders passed by the Clerk are orders in the name of the Speaker, and the latter accepts full responsibility for those orders; (vii) Responsible formarshaling all legislative measures passed by the County Assembly. (b) Requirements for Appointment: Pursuant to the provisions of Section 12 of the County Governments Act, a person shall not be qualifed for appointment as a Clerk of the County Assembly unless such person: - (i) Is a citizen of Kenya; (ii) Holds a degree from a university recognized in Kenya or its equivalent; (iii) Has had at least fve years relevant professional experience; (iv) Meets the requirements of leadership and integrity set out in Chapter Six of the Constitution; (v) Has obtained the approval of the County Assembly upon a recommendation of the County Assembly Service Board. 2. DEPUTY CLERK (KCASB 11) – ONE POSITION (a) Duties and Responsibilities (i) General supervision of all Departments; (ii) External relations including international, inter-county Assemblies relations, conferences and protocol affairs; (iii) Enhancing public understanding and knowledge of the work of the County Assembly, increasing public accessibility and awareness and the operations; (iv) Offering procedural advice to Mr. Speaker, other Presiding offcers and Members of County Assembly as required and overseeing the proceedings of the House; (v) Preparation and presentation of orientation programmes for newly elected members of County Assembly; (vi) Introduction and management of county Assembly internship programme. (b) Requirements for Appointment For appointment to this grade, a person will have: (i) Meritoriously executed supervisory duties and responsibilities in a related organization for at least three (3) years; (ii) Served in, and shown proven and enduring fair for parliamentary procedure and practice, and have wide experience on the role, functions and operation of a legislature or local authority, through exhaustive service in all spheres of a legislative body; (iii) Attended a senior management course from a recognized institution; (iv) A degree in a relevant feld from a university recognized in Kenya. 3. FIRST CLERK ASSISTANT (KCASB 10) –THREE POSITIONS (a) Duties and Responsibilities The duties and responsibilities include: (i) Assisting in ensuring adherence to parliamentary procedure, practice, conventions, tradition and etiquette; (ii) Research involving search for fresh information / facts by consulting appropriate sources like documents or persons; (iii) Offering administrative services to the various types of County Assembly committees, including the County Assembly Service Board; (iv) Organizing activities pertaining to seminars and conferences for members of County Assembly and staff; (b) Requirements for Appointment For direct appointment to this grade a candidate must be in possession of: (i) A degree from a University recognized in Kenya in any of the felds in law, engineering, fnance, management, Economics, education, planning, development studies, gender studies and accounting; (ii) Demonstrable fair for Commonwealth and Kenyan Legislative procedure; (iii) Demonstrable interest and commitment to the aims, objectives and principles of a devolved legislature; (iv) Good command of spoken and written English and Swahili coupled with demonstrable report writing skills. 4. SECOND CLERK ASSISTANT (KCASB 9) – FOUR POSITIONS (a) Duties and Responsibilities This is the point of entry into the Cadre of Clerks of the Assembly. At this grade, the offcer:- (i) Undergoes initial introduction to the operations of Commonwealth Parliaments and undertakes inductions and a guided on-the-job- training for a minimum of two years; (ii) Is closely supervised and guided by the immediate senior Clerk, who exposes the offcer to rudiments of parliamentary procedure, practice, convention, tradition and etiquette; (iii) Is assigned general duties to carry out responsibilities within the Legislative and Committee Services. (b) Requirements for Appointment For appointment to this grade, a candidate must be in possession of: (i) A Bachelor’s degree from a university recognized in Kenya; OR (ii) Certifed Public Secretaries (K); OR (iii) A KNEC Higher National Diploma in Secretarial Studies. 5. CHIEF HANSARD EDITOR (KCASB 10) - ONE POSITION a) Duties and Responsibilities (i) Responsible for co-ordination and production of the Hansard (Offcial Record of the County Assembly); (ii) Editing transcribed records, processing manuscripts, preparing accurate drafts; (iii) Maintaining a consistent and accurate Hansard publishing format; (iv) Maintaining an accurate database of Hansard publication; (v) Development and maintenance of policies, rules, standards and procedures governing Hansard production; (vi) Maintaining links with Government Ministries/Department, the public media, and other Commonwealth Editors’ Associations and Unions b) Requirements for Appointment (i) Minimum of three (3) years work experience as a Hansard Reporter I, OR (ii) Three (3) years experience in publishing in the public sector or in a newspaper with national circulation; (iii) Demonstrable knowledge and application of the Legislative Standing Orders and functional roles of legislative committees; (iv) Demonstrable management and organizational skills; (v) A Bachelor’s degree in Communication / Languages, or in social sciences with a C + (Plus) in English/Swahili. 6. ASSISTANT HANSARD EDITOR (KCASB 9) – ONE POSITION. (a) Duties and Responsibilities (i) Translation; (ii) In charge of Hansard Reporters, from whom the offcer will be receiving transcripts and sound recordings; (iii) Checking and amending transcripts for conformity with acceptable Legislative styles; (iv) Approving transcripts for printing; (v) Compilation of indexes; (vi) Carrying out research. (b) Requirements for Appointment (i) Minimum of three (3) years work experience as a Hansard Reporter I, OR (ii) Three (3) years experience in publishing in the public sector or in a newspaper with national circulation; (iii) Demonstrable knowledge and application of the Legislative Standing Orders and functional roles of legislative committees; (iv) Demonstrable management and organizational skills; (v) A Bachelors degree in Communication / Languages, or in social sciences with a C (Plus) in English/Swahili. 7. HANSARD REPORTERS (KCASB – TWO POSITIONS (a) Duties and Responsibilities (i) Undertaking independent verbatim reporting of County Assembly proceedings and those of relevant committees/functions within or outside the County Assembly; (ii) Preparing transcripts for editing; (iii) Sorting, checking transcripts from fellow offcers and amending as necessary; (iv) Assisting in classifcation, custody, archiving, retrieval and cross- checking of documents against references. (b) Requirements for Appointment (i) A Bachelor of Arts degree in Linguistics majoring in English/ Kiswahili from a recognized university/institution; OR, (ii) A Bachelors Degree in any of the Social Sciences plus at least a C+ in both English and Kiswahili in the Kenya Certifcate of Secondary Education Examination or its equivalent qualifcation; OR (iii) A Higher National Diploma in Secretarial Studies (KNEC) with Typing II (50 w.p.m.), short hand III, Audio-typing I and II; (iv) Demonstrable knowledge of the workings of hansard reporting and legislative proceedings and committee systems; (v) Excellent computer skills in Word Processing. 8. PRINCIPAL HUMAN RESOURCE MANAGEMENT OFFICER (KCASB 10) - (ONE POSITION) (a) Duties and Responsibilities The job holder will be responsible for the effective organization and administration of Human Resource Management Services in accordance with the rules and regulations of the County Assembly Service Board with a view of ensuring that employees are properly facilitated for effective performance and productivity. This will be done through: (i) Staffng, HR Planning, Promotions and Deployment; (ii) Compensation and regular job evaluation; (iii) Job performance entailing development of job description and specifcations, performance appraisal, training and development, incentive structures and enforcing discipline; (iv) Employee relations and welfare issues; (v) Development of HR Policy, Rules, Regulations and Policy, including Terms and Conditions of Service; (vi) Pursuant to the foregoing, develop and install the following systems: 1. HR Audit systems 2. Job Evaluation tools 3. Schemes of Service 4. HR Manuals 5. Payroll systems (b) Requirements for Appointment (i) Served for at least fve (5) years in a Human Resource Offce in a legislative body or its equivalent in the public service; (ii) A Masters degree in Human Resources Management; (iii) A thorough understanding of Human Resource Management policies, regulations and employee relations; (iv) Demonstrable high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resource; (v) Understanding of labour laws and other statutes that impact on human resource management. 9. PRINCIPAL FINANCE OFFICER (KCASB 10) – ONE POSITION (a) Duties and Responsibilities The job holder is responsible for: (i) Preparation of Budgets for the Recurrent and Development Votes for the County Assembly; (ii) Preparation of quarterly expenditure reports and forecasts as a basis for discussions with the County Controller of Budget for release of funds from the County Treasury Fund; (iii) Initiation of proposals seeking funds for additional expenditure and reallocation of voted funds during the year; (iv) Monitoring of expenditure and projects through vote controls, including program implementation on a periodic basis and ensuring that timely corrective action is taken. (b) Requirements for Appointment For appointment to this grade, a candidate must have: - (i) A degree in Economics, Finance OR CPA (K); (ii) Demonstrable professional competence in Financial Management in the public sector; (iii) A candidate must have satisfactorily served in a related position for a minimum period of three (3) years. (iv) Registration with ICPAK; 10. PRINCIPAL ACCOUNTANT (KCASB 10) – ONE POSITION (a) Duties and Responsibilities The offcer is responsible for the effcient organization, control and co- ordination of the Accounting unit; interpretation of fnancial policies, budgeting controls, management accounting methods and fnancial returns specifcally, the Principal Accountant will be responsible for: (i) Provision of fnancial information for decision making; (ii) Developing, for consideration by the Board, draft accounting policies, procedures, regulations and standards for operation and control purposes; (iii) Application of budgeted funds for operations and development; (iv) Sourcing and collection of funds for augmenting expenditure. (b) Requirements for Appointment: (i) Holder of a relevant bachelors degree OR CPA (K); (ii) Registration with ICPAK; (iii) Demonstrable experience in managing the accounting function
