1. NSTP: Curriculum Passed by the Congress and approved by President Golria Macapagal Arroyo, Republic Act 9163 established the National Service Training Program (NSTP) for college or tertiary level students. RA 9163 amended the RA 7077 and Presidential Decree No. 1706, which made ROTC compulsory. With RA 9163, ROTC is now made optional, no longer a compulsory requirement for the graduation in tertiary education. RA 9163, otherwise known as the NSTP Act of 2011, became effective on March 23, 2002, and implemented nationwide in the school –year 2002 – 2003. The Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and the Department of National Defense (DND) in consultation with the concerned government agencies, the Philippine Association of State Universities and Colleges (PASUC), Coordinating Council of Private Educational Associations of the Philippines (COCOPEA), Non – Government Organizations (NGO) AND Recognized Student Organizations jointly issued, adopted and promulgated the implementing Rules and Regulations of NSTP. To fulfill the prime duty of government to serve and protect the citizens, it may require each citizen to render personal, military or civic service as it is also deemed the responsibility of all citizens to help defend the security of the state, which is the Republic of the Philippines. Recognizing the youth as the most valuable resource of the nation, the State shall develop their physical, moral, spiritual, intellectual and social well being imbued with the ideals of patriotism and nationalism. All incoming freshmen of the tertiary level students, male or female, starting SY 2002 – 2003 who are enrolled in any baccalaureate degree and in at least two(2) years technical, vocational or associate courses, shall be required to complete one (1) NSTP component of their choice as a requirement for graduation. Each of the NSTP components (ROTC, LTS and CWTS) shall be undertaken for an academic period of two(2) semesters and shall be credited for three (3) units, for 54 – 90 hours per semester. Salient Terms: NSTP – REFERS TO national Service Training Program aiming to enhance civic consciousness and defense preparedness in the Filipino youth by inculcating the ethics of service and patriotism while training in any of the three (3) NSTP components, which are specifically designed to motivate active contribution to the general welfare. ROTC – stands for Reserve Officers Training Corps which is one of the NSTP components previously institutionalized by RA 7077 specifically providing military training to tertiary level students in order to motivate, organize, train and mobilize them for national defense preparedness. LTS – means Literacy Training Service which is one of the NSTP components designed to train the students to impart Literacy and Numeracy skills to out – of – school youth and other segments of society in need of their services. CWTS – is an acronym of Civic Welfare Training Service being one of the NSTP components required to conduct activities contributory to the general welfare and the betterment of life in the community, like the improvement of facilities pertaining to health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry and other social welfare services 2.. The National Service Training Program The National Service Training Program was also known as “An Act Establishing the National Service Training Program (NSTP) for Tertiary Level Students, Amending for the Purpose Republic Act No. 7077 and Presidential Decree no. 1706, and for other Purposes” or Republic Act No. 9163. It was signed into law in January 23, 2002 amidst the various calls of dissenting sectors for its abolition or reform. It invoked the constitutional provision regarding the “duty of the state to serve and protect its citizens,” specifically Article II (Declaration of Principles and State Policies), Section 2, which states that “The prime duty of the government is to serve and protect the people. The government may call upon the people to defend the state, and in fulfillment thereof, all citizens may be required under conditions provided by law, to render personal military or civil service” (italics supplied). This is the same principle that created and sustained the Reserve Officers Training Corps. The primary objective of the NSTP law is to promote the role of the youth in nation-building. As such, it aims to encourage the youth to become civic and/or military leaders and volunteers whom could be called upon by the nation in cases their services are needed. Compared with the ROTC which specializes in military training, and the E-ROTC which granted three options for students yet was limited in implementation, the NSTP law ensured that the three components – Civic Welfare Service, Literacy Training Service, and Reserve Officers Training Corps – will be given the same and equal implementation in educational institutions.
