1. On January 15, at the International Atomic Energy Agency (IAEA) in Vienna, H.E. Mitsuru Kitano, Ambassador Extraordinary and Plenipotentiary Permanent Representative of Japan to the International Organizations in Vienna, signed the Convention on Supplementary Compensation for Nuclear Damage (CSC), and deposited the Instrument of Acceptance on the CSC to H.E. Mr. Yukiya Amano, Director General of the IAEA. 2. The Government of Japan is delighted at the forthcoming entry of the CSC on April 15 this year as a result of Japan’s conclusion with which the conditions for the effectuation of the CSC are satisfied. The entry into force of the CSC is expected to contribute to the enhancement of compensation in the event of a nuclear accident, prompt and equitable remedy of victims and improvement of legal predictability. 3. The importance of establishing a global nuclear liability regime has been successively confirmed in the international arena, including in the IAEA Action Plan on Nuclear Safety. Japan, as a country which experienced the accident at the Fukushima Daiichi Nuclear Power Station in 2011, reaffirms its commitment not only to improving international nuclear safety, but also to establishing a global nuclear liability regime. Japan intends to make further contribution to establishing a global framework for nuclear liability regime, especially in Asia. （Note） The CSC comes into force when the number of Contracting Parties reaches five or more and their installed nuclear capacity exceeds 400,000 MWt. As the amount of the installed nuclear capacity of current five Contracting Parties reaches around 300,000 MWt and Japan’s installed nuclear capacity is around 140,000 MWt, the conditions of the entry into force of the CSC are satisfied with Japans conclusion. mofa.go.jp/press/release/press4e_000585.html
