But having said that; 2) the car was obviously speeding and crossed the middle line which means it violated a traffic rule immediately before impact; which means it is pressumed to be recklesy imprudent; 3) the car swerved before impact which means he saw the woman. But he never applied the brakes which means he had the last clear chance but failed to take corrective action; 4) a physicist could probably calculate the speed upon impact based on the video; 5) the sad thing is no plate is visible. Id advise the vehicle driver to quietly and quickly repair the damage. Unless an eye witness comes forward, this case is dead. And even if an eye witness comes forward, the video can be used to impeach such testimony considering it was dark and the car was speeding. 6) maybe conscience will cause the driver to surrender.
