1 household approximately requires 1000-1500 USD investment for their wastewater management system that actually passes effluent standard. If water reuse/recycle is planned, it would cost 2000 USD or more. Unfortunately most still feel no necessity to manage their domestic wastewater (ignoring it actually polluting surface water and groundwater, also soil); thus most of the time government are required to provide it (in cluster/city wide system normally household only pay for the house connection, construction of treatment plant and trunk sewers are paid by government). As in 1 (administrative) village usually there are a few thousand household in Java, and there are also a lot of other infrastructure demands, i guess that 1 village 1 billion rupiah is not something too big or waste of money; its not even enough to complete 1 thing in 1 or 2 years only, or maybe not even in 5 years.
